Flooding on the road

There has been flooding on this road for several months - leading to multiple leaks in our building due to the man hole covers being positioned above our bathrooms. The issue with the road is directly outside 15 Westland place and the water is pooling.

Hi there - could you explain exactly what has been done?
I can see the water is cleared however this will not solve the problem when it rains. The man hole covers require a seal around them to prevent this happening in the future.

We have checked our surface water gullies and they are all running ok with no restrictions. The two covers in the photos are utility boxes. These boxes nor the ducting entering them are designed or guaranteed to be watertight. All other utilities apparatus under the Highway are equally not guaranteed to be watertight and often act as conduits for groundwater. It is the property owners responsibility for the waterproofing of their buildings and basements. We will contact the owners of the boxes to get the covers raised to carriageway level to alleviate ponding over them however this will not stop any surface water entering the boxes or ducting in the future.
