Domestic / house clearance rubbish dumped on street

There are many bags of green waste in plastic bags (3 wks) and now added some newly dumped black bags of domestic waste (1wk). Rubbish day is Tuesday but bin won't take the green waste or the domestic waste in white plastic bags.
