10 bags of Hackney Council rubbish bags on pavement around bin

Sent to Hackney Council less than a minute later

This is a new public refuse bin at the junction of Dunloe St & Appleby St, by Fellows' Court Estate. Full bags of rubbish marked HC are placed on pavement by the bin and left there a long time. Right now there are 10 bags, smelly and unsightly.
