Bags of waste in the road blocking the cycle acccess

I see there has been historic reports of fly tipping at the nearby church but this seems to have been dumped over the road, outside the flats at 4-9 Lavender Court. It was dumped in the gutter of the road but has slowly fallen into the cycle access gate
