Tenents ONLY use the first b8n even though there are 7. The snell is so bad we cannot open our wundows. It is attacting vermin

Bin overflowing tennents do not use empty bins they just keep adding to the iverflowing bin. This is a perpetual problem reported many times. The stench is so bad we cannot open our windows. Flies and god know what else!
