Thank you for your email.
Please be advised, we are unable to change the address allocated to the Penalty Charge Notice, as this information is managed by the DVLA. Additionally, kindly note that this category on the FixMyStreet platform is for parking enforcement requests only, and as such, we are unable to deal with Penalty Charge Notices (PCN) disputes.
As you have stated the vehicle does not belong to the resident, and the Penalty Charge Notice has been wrongly addressed, kindly note the resident must notify the DVLA they do not own the vehicle, in order for the registered vehicle owner's details to be changed- please see further information on https://www.gov.uk/ driving-fines-letters-you-dont-own-the-vehicle. Once this is completed, the client will be disassociated from the vehicle- this will prevent penalty charge notices being sent to the client's address.
In addition to the above, the client is also required to appeal the PCN, following the statutory process outlined on the PCN received. For further assistance, please contact the Hackney Service Centre via 02083563000.
