Rubbish bag dumped on Downham Road (again)

Soneone has dumped a black binbag on the street on Downham Road, outside Walton Villas. This happens on an almost weekly basis, and then the foxes rip it open. Please can something permanent be done as someone clearly is repeatedly doing this.
