Road cleaning truck blocking cycle lane

Most weekdays a Hackney Council road cleaning truck parks in the protected bike lane for around 15 mins while the driver washes it. As well as blocking the bike lane it leaves muddy sludge in the lane which is a hazard to bikes. The engine also runs loudly
