Fly tipping from a car onto Fremont Street

Last night at 22:18 a black Mercedes-Benz pulled to the kerb outside 16 Fremont Street, E9 7NQ, and the driver proceeded to open all the doors and empty rubbish from the car into the street. When the car left at 22:51, rubbish remained on the road, including two unopened parking tickets (PC23825562 and PC23926204) showing the registration LR17 FWB. When I looked up the parking tickets online (www.paymypcn-uk.co.uk), the car in the pictures was the same car as parked in front of my house. I have photos of the parking tickets and have attached screen grabs from my CCTV showing the road clean as the car backs into the spot, the car while it was parked, and the mess on the road after the car left.

I picked up the rubbish this morning and put it in the bins at my house. I have the parking tickets with me.
