Overflowing bin rubbish in street

This bin is always overflowing. There is rubbish all over the street. This bin fills up really quickly. Children walk this way for park and school a lot. Could this be cleaned up please and is there a better solution the council could put in place e.g move this bin, add more bins & recycling points?
