Someone repeatedly dumping bin bags

Reported this two weeks ago in same location. Was marked at 'issue resolved', but it's not just a case of cleaning up the rubbish, I'm afraid. Every week someone dumps a bag, sometimes two bags of their mixed household waste, containing everything from food to used baby nappies. It's torn apart by foxes every time and is now scattered all over the street. It's the same person doing this. Can someone please look into finding out who is responsible? I think from Saratoga Rd.
