Over hanging cherry tree onto garden

Im not sure if the car park/grass is owned by hackney council. Im trying to find out who owns this space to contact to have it cut back. Over hanging tree which is behind my parents property, cherries fall into garden. Both whom are disabled and is a struggle to continually pick them up so their dog doesn't eat them as a few years back their previous dog become ill from this same issue.
