Sent to Hackney Council less than a minute later

Fly tip has been here for over a year and consists of various waste including faeces and urine in plastic containers

Previously reported but Hackney Council said Canal & River Trust is responsible for this area. However, they said that they are not responsible for it. Who is responsible for it?
