Storm Drainage

Flooding of the external storm drain water pipe at no 29 was reported (not by me) to a council emergency plumber (Harry Bowler?) who visited last month. He asked me to contact the repairs department as although we have done a temporary seal he could not action the securing and full repair of the external drain pipe. I have reported it but no further action to secure and repair the pipe properly to stop flooding, nor to contact with me about this has been made. The flooding has caused damage to the external wall which causes a bad smell in the flat, either from the water seeping under the floor and rotting it, or from the rats which live under the building and in the internal ventilation system.
