Bicycle repair trading illegally outside our windows

A guy has set up a bicycle repair stall outside our window on green lanes by the Hour Glass cafe. This has been going on for nearly 6 months now. I am to believe he is trading illegally because when approached he said he had a miscellaneous license to operate there, when checked which sites hackney council allow trading; Outside of our apartment is not one of them. He causes a huge noise nuisance to us living there with the work he does, as well as the customers he attracts outside our windows with loud talking. Also the eye sore that is to look out of our windows and see a guy fixing bikes with parts of bikes laying around the floor and oil spillage everywhere. When asked if he can find somewhere else to trade he has come across aggressive in his stance and flatly refused. Please Hackney council do something about this asap!
