Public rubbish in front of my door constantly.

I live in 149 church Walk. I live alone with my 16 year old son. The council came for apparent complaints about rubbish which are mostly from people dumping their rubbish outside my property. We agreed they send a bin, since then the problem is growing. I always have a medium black and a full recycling bag, which I have to leave inside the house until collection, because the bin is permanently full of rubbish from other people. I had a few times bags on the entry to my flat, the lid has been stolen twice, I had a lid attached to the bin to restrict access but people stole it again. I am tired of cleaning rubbish that it is not mine.I had once 4 big black bags, plus an IKEA bag plus another full of old newspapers all in front of my door. I even put a sign for people to know this is not a public bin, and it got removed. I have even thought of buying a hidden camera to see who is bringing their waste to my door. I am asking to please remove the bin from my door, as it is disgusting to be cleaning rubbish, cans food from the bin and it is unhygienic for me. I would suggest to place a bigger public bin on the street. I will keep my rubbish inside until Sunday evening/Monday morning, as I had always been doing.
