Unused car parked in permit bay displaying permit voucher only

Sent to Hackney Council less than a minute later

This car has been parked in the estate bay for many months now. it is never used, however it remains taking up a bay that we cant not use as residients of the estate and struggling to find parking bays as it is. We have a disabled tenant(leaseholder) who lives in warwick house wherer the bay is allocated, and is always occupiet at the moment by the car in image.
