Rubbish fly tipped by our private bins, on public road

We have bins for the flats above Hub Velo in an alleyway/cul-de-sac next to Hub Velo on Lower Clapton Road.

The alleyway is accessible to the public, and rubbish has been dumped in our bins and littered all over the floor last week and this week. Not only is it disgusting, but it means we don't have space for our own rubbish and the bin men don't want to take the rubbish, so it hasn't been collected for about a week
