Illegal business doing bike repairs

Based outside of the new flats near hourglass cafe. The gazebo is constantly blowing over and the rope ties are a health and safety issue. The sign also blows around and is dangerous. I’m very certain no business rates or TAXES are being paid on income earned. He’s also taking away business from the nice bike repairman near the reservoirs.
