Sent to Hackney Council less than a minute later

...Riding (electric) bikes and scooters at 40mph - dressed in black with black hoodies and black facemasks. They are scaring people - They go so fast and weave in and out of the pedestrians. I think they are on the lookout for theft opportunities. Do something about it before someone gets hurt.
