More dog poo outside my house

This was done with in 5 minutes of me leaving and returning to my house. There was none there when I left my home but on my return with my child it was there and I passed the person I suspect of doing it. I don’t want it just cleaned up I want someone from the right department to come see me or contact me ASAP. I know who is doing it and it’s getting worse they need to be caught and fined and told to clean it up
