Commercial Waste being Dumped in Public Bins

For weeks now, Sabretooth Hoxton have been dumping their commercial waste into the public bins outside their shop with no signs of being reprimanded for this. We ourselves (Humdingers Bakery) have been issued notices after complaints towards us for our own commercial bins, which is unfair considering even worse is happening across the street from us with no action.
