Littering every day around new electric car bay box

Since the electric car bay junction box was installed there has been a big littering problem.

Not sure who at the council signed off a flat-top junction box on the pavement – but it has encouraged littering and has made a mess of the street ever since installation.

Assume this design encourages littering on other streets too?

New electric bay = great. Huge increase in littering = bad.
