A car abandoned for months blocks the path of emergency vehicles

The blocked road is the only exit from the apartments located at the back of 38 to 54 Chatsworth road, E5 0LP. More than half a year an abandoned car , blocks the road of emergency vehicles and creates serious problems for residents. IN THE EVENT OF AN EMERGENCY, THE ROAD OF FIRE ENGINES OR AMBULANCES IS COMPLETELY BLOCKED, WHICH RISKS THE LIVES AND HEALTH OF MORE THAN 20 RESIDENTS. Previously, the same gentleman rented a welding workshop that had been closed for more than half a year. The tax paid for the car expired in August 2021, and given the condition and the fact that the car does not meet the ULEZ requirements make me think that this car is abandoned. Despite repeated requests, he refused to move the car and clear the blocked road.
