Long standing issue for tenants with no space to store rubbish

The tenants at the Lower Clapton Road end of Median Road have genuine difficulties managing their waste. Flats are small and it is not hygienic to store refuse for 2 weeks. On street black bins clutter up pavements when there is no dedicated space for their storage. Landlords, who are collecting considerable incomes, should be responsible for making adequate provision for the storage and safe disposal of daily household waste. For a period, years ago, large bin were placed in the road for disposal of tenants' waste (paid for by landlords?). Unfortunately this solution was short lived.
