People dumping their rubbish on top of recycling bins outside Salisbury Court. Bins get ripped open and dragged across courtyard

The same problem is occuring on a daily basis. People, presumably other local residents, dump their domestic waste on top of the recycling bins outside of the block. The bins are then ripped open by vermin and the contents dragged across the courtyard. It seems like this problem will not stop without some or more of the following: 1. Provide adequate bins for all local residents 2. Put signs on top of recycling bins asking people to use nearby general bin store instead of just dumping bags on top of the recycling bins 3. Put a physical barrier on top of recycling bins to stop people from being able to leave their rubbish there 4. Install signs clarifying that dumping rubbish like this is fly tipping and is illegal 5. Use CCTV or other means to identify those responsible 6. Use officers from the council to identify and prosecute those responsible.
People have clearly become used to dumping rubbish like this as their primary means of disposing of it. It is selfish, disgusting, unsanitary and not fair for those of us who live in Salisbury Court. I'm sure it is also easily fixable.
