Repeated dog fouling

For 6 months dog owners and professional dog walkers on our estate have been solely using the patch of grass below our flat as the toilet area for the dogs. This means between 3 to 10 different dogs using the area for fouling, 5-15 times a day. As much as we love dogs, the constant smell from the small patch of grass means we can no longer open the front windows and the constant barking is disturbing our living conditions. The grass has also been killed by dog urine, leaving largely patchy weeds.
