Blocks the turning circle

This person continues to park here everyday he doesnt care about any restrictions. He causes cars to get blocked as they cannot use the turning circle so they have to reverse backwards up the street which is very dangerous.

    I write to confirm that officers attended the location on two occasions (17:00pm and 22:00pm) on 09/08/2021. Each visit resulted in one penalty charge notice being issued, including to the vehicle reported.
