Fly tipping repeatedly, never addressed

This spot across from mickey food restaurant is always being used as a dumping spot. Careless and thoughtless residents to blame with no deterrent and no penalties levied for I assume, repeat offenders. Either put a bin there, fine residents who do it or work out why these people don’t use a bin and solve for that. The rubbish goes on the street, ripped open, down the drains, into the rivers and oceans. It’d unacceptable.
