Broken and dangling tree branch blocking path

Overnight a branch of this tree on the pavement has broken and it is now dangling, in danger of falling and blocking the footpath. The lady at 59 is very elderly and walks with a stick, she won’t be able to pass and nor will wheelchair or buggy users.
