Excessive fly-tipping in bin area at Scotney House - have seen rats

The bin area at Scotney House is appalling - lockdown has seen an increased amount of rubbish and fly-tipping. Over the weekend I saw rats in our bin.
Am writing to complain about the cleanliness of the communal areas (entrance, landing and lobby) inside my building, as well as the bin area which for months has been getting worse for fly-tipping and rats.
My partner and I have lived in Scotney House for 1.5 years and in this time have seen a steady decline in the way residents treat the bin area and communal spaces. This evening (3/7/21) I spotted two large rats scavenging around the bins, and a few months ago our cleaner told us he had to kill three rats.
I am worried this is going to get worse and that rats will be coming into the premises.
PLEASE can something be done? Maybe a letter to residents warning of rats, the health implications and the consequences of fly-tipping. In the attached images, you'll see what a terrible state it is in.
The other thing to say is, one of our lifts has been out of order for 8 weeks - when will this be fixed?
I want to be proud of where I live.
