Large bike attached to street furniture causing obstruction and interruption to other user of the public highway

This bike is attached to street furniture and is larger /wider than your average bike so causes an obstruction at times as well as interupting other road users. A particular problem I have is that if my vehicle is parked next to this obstruction the passenger nor myself cannot exit or enter the vehicle as the door cannot be opened due to the obstruction. I am particularly affected by this as I have a disabled mother who many times has not been able to get in or out of the vehicle due to this obstruction. The same must occur with other road users particularly those that have small kids as this creates a huge access issue. At times when I park the bike is not at the location but once I return to my vehicle I am unable to open the door or gain access because of the obstruction due to the bikes size/width. I understand that Hackney wants to encourage cycling and I do not have a problem with cycles however this is larger than average and is clearly causing an obstruction/inconvenience at times. I also do not believe that cycles should be stored on the public highway nor should they be attached to street furniture. The owners of the bike live directly next to where the cycle is stored, there is enough space at the front of their property to store the cycle there so that it is not obstructing anyone and is off of the public highway.
