Lorry regularly parking on double yellow lines to unload

A huge white lorry regularly parks illegally on this corner - its back end protruding well out into the Buckingham Road carriageway - to unload motorcycles etc for delivery to Motoden/Scooterden. The driver leaves the lorry untended to open its side doors and unload it using a pallet truck, on which he charges around the limited space left between the lorry, vehicles legally parked on both sides of the road and the entrance to the shops' workspace (behind the former pub) without regard for cyclists using the two-way bike path to which this part of Stamford Road has been reduced. On the latest occasion, the driver left an empty metal bike pallet in the roadway behind the lorry, causing a clear (but hard to see) obstacle to traffic driving east on Buckingham Road which then has to turn south-west down Stamford Road, from at least noon until past 12.25pm. I asked him not to clutter the roadway because it's so obviously hazardous but he utterly ignored me. At noon, he had also left the pallet truck unattended in the middle of the residual carriageway between the lorry and the workshop on the other side of Stamford Road. The first time I observed this, I protested to the Scooterden staff: first the man apparently in charge of taking the delivery on the road, who was simply rude; then the staff in the shop, who claimed it was nothing to do with them. But since the deliveries are to Scooterden, they must be at least partly responsible for ensuring that the deliveries are made in a way that doesn't put people at obvious risk - including passers-by and other legitimate road users.
Please be advised, Parking Enforcement attended the location as requested and confirmed that there were no vehicles parked illegally. Also, it is important to note, vehicles may park on double yellow lines for the purpose of deliveries (loading/unloading). This is a statutory exemption, and therefore not enforceable.
