Dumped sofa on pavement + abandoned vehicle (for months)

Sofa has been dumped on pavement for 2 days. The van has been there for months, flat tyre, can't be moved, was ticketed when bay suspended, nothing's happened. Front (and back) garden of same property (9 Millfields road) also always full of rubbish / scrap.
