Vibrations caused in building 108 Stoke Newington Church street

Sent to Hackney Council less than a minute later
Vibrations seemed to be caused every other minute by traffic going past, a lot worse when buses and large vehicles are passing by on church street, this may be due to inadequate vibration damping on road or inadequate absorbing of vibrations in building. Fast cars also cause this to happen, a few potholes spotted on the street that may be underlying cause of this. Needs to be investigated by the council and a surveyor. What can I do about this?
Updates
-
Our bins have not been collected for nearly three weeks. Also after dropping off 4 bins for our 4 flats, they removed one and so the rubbish cannot be accommodated in the three bins. We have requested another bin and it has yet to arrive (over 2 weeks ago). We have nowhere else to put our rubbish and it is piling up but then this will likely not be collected because it is outside the bins!
