Unbearable noise pollution from dogs locked outside

We have been experiencing non-stop dog barking for weeks now from early morning (7am) until late at night (10pm-2am) and we can see the dogs are kept outside a property in Palace Close at all times. They have now been locked in a small area and are able to climb the wall and are constantly peering over the wall and barking at all passers by and intimidating other local pets which sets off a chain reaction of more dogs barking. In some cases the dogs sound like they are in severe distress as the barking becomes howling.
