Illegally parked vehicles on the doubles yellow lines

It’s 00.34 and there are numerous illegally parked vehicles along Cavendish Street. They are parked on the double yellow lines and have been for many hours. The road is narrow and at some points even narrower which would slow down an emergency vehicle if they had to drive down this road.
