Looks like it is abandoned or is an Uber car. It has an airport collection sign in the back seat.

Investigations into abandoned vehicle reports are currently suspended due to technical issues caused by a cyber attack. Once these issues are resolved, we will ensure that all reports received are thoroughly reviewed and resolved accordingly.
