I needed to access my drive with my car as I do not have a permit. White van parked across a drop curb and yellow lines double. It was 4 pm

There were plenty of empty parking spaces in the road. In the 3rd photo you can actually see the empty space. This is a frequent occurance and I am getting fed up that people do not abide by the parking rules I was out and had come back and found the illegal parking I was told I could park on the street, explained it was only 4pm and not allowed as need to pay if I parked on the street Needs to be fined van I waited in the car which caused a tail back in the road till van was removed
