Sent to Hackney Council less than a minute later

The car has not moved for a few years, it’s in disrepair, tyres are always flat, the owners kids will come and pump tyre up, it has never not been there and there are disabled people who live here that would love the chance to use it, I don’t think the owner is allowed to drive anymorep
