The van isn't road worthy, no tax, no mot. The tyre's are flat and it is being used to store produce. It has been parked for over 12 months and it is encouraging ASB as the windows have been smashed. Looking at the government website I understand you can help remove this vehicle from private land.

Dear sir/madam,
I am police officer and passed by this vehicle today, 14/01/2021, and can confirm that it has not been dealt with since the previous update.
It is not listed on PNC so appears to have no registered keeper. We spoke to someone who knows the owner and he informed us that it would be moved soon and that he would put a cover over it in the meantime.
If this can be moved, that would be much appreciated, as it's full of work things and tools and has been left open and windows smashed, so that anyone could gain access and misuse it.

Thank you, this is welcome news although we are concerned that their isn't a deadline set for when the vehicle must be removed. To provide some background we have been advised it would be removed before but 24 months on it is still abandoned in our parking bays inviting ASB.
Can you confirm what you would consider a reasonable amount of time should lapse before the Van is removed?

Dear Sirs,
The vehicle is still abandoned in the car park and we have had further incidents of ASB. The windows have been smashed, tires deflated and no attempt to remove the van made by the owner.
Can you arrange removal please.

We have received reports a videos of trespassers urinating against the abandoned Van.
Can you help please as the Van has been abandoned in the car park for over 2 years and the owner of the vehicle has no intention of removing it.
We look forward to your prompt action.

This is taken from the gov.uk website
Duty to remove abandoned vehicles Councils and national park authorities (authorities) must remove abandoned vehicles from:
Land in the open air (including private land) roads (including private roads) When removing a vehicle from land in the open air, authorities:
Cannot charge the landowner occupier must give the landowner or occupier 15 days’ notice that they propose to remove the vehicle cannot remove the vehicle if the landowner or occupier objects during the notice period The 15 day notice period does not apply if the vehicle is abandoned on a road or highway.
Authorities do not have to remove an abandoned vehicle from land in the open air if the cost of moving it to the nearest highway is high (for example, special machinery is needed).
Authorities cannot be held liable for damage resulting from abandoned vehicles.
Read the guidance on how authorities can take legal action against businesses for nuisance parking.
Find vehicle owners Authorities can get information about a vehicle’s registered keeper from the Driver and Vehicle Licensing Agency (DVLA).
Decide if a vehicle is abandoned Authorities must decide if a vehicle is abandoned. This is likely if at least one of the following applies:
It has no keeper on DVLA’s database and is untaxed - check vehicle tax online it’s stationary for a significant amount of time it’s significantly damaged, run down or unroadworthy, for example has flat tyres, missing wheels or broken windows it’s burned out a number plate is missing They can legally enter land (at a reasonable time) to investigate and remove abandoned vehicles.
Apply a penalty Authorities can penalise people who abandon vehicles or parts of vehicles on roads or land in the open air by either:
Issuing a fixed penalty notice (if the offence is relatively minor) prosecuting them Dispose of an abandoned vehicle Authorities can dispose of an abandoned vehicle immediately if either of the following applies:
This van has been stationary for around 3 years, the tires are flat, windows smashed, no mot, no tax and it is encouraging ASB on a day to day basis.
