Sent to Hackney Council less than a minute later

There is a disabled bay outside 6b Mountgrove Road. For the last two months a cyclist has padlocked his bicycle to the pole displaying the disabled badge preventing me from opening the rear door. I would be grateful if you could put a sign on the bicycle to the effect that if it isn’t moved the council will remove it.
