Syringes, tourniquets and human faeces in communal gardeb

This community garden used to be locked and used by residents and local office workers to garden and grow vegetables. Since a nearby building was put up the garden is no longer locked. It is used by drug dealers and drug user material is evident - syringes and tourniquets - and there is human faeces evident. Local residents are scared for their children as there are significant health hazards. Please can all hazardous material be removed and the lock restored so it can be used as a garden again. Thanks
