Large red passenger van, in poor condition abandoned for months

Parked at corer st kildas road, and st Andrews road, there is a large red van which is lying for months on the street. There is very tight parking spaces on a working day, and this van just never gets moved.

A quick check shows the vehicle tax has expired 1 July 18. There are also a number of other such vehicles in the area, and this is especially frustrating due to high demand of parking spaces for the residents.
