Pavement constantly closed to other users

This property at the beginning of kyverdale road junction of portland avenuehas been under repair/extension for months and constantly blocking the road with building equipment and wheelchair/buggy users are unable to use it. We need to go round it sometimes which means going onto the road at busy times with disabled children. It isn’t clear in the photo but there is a large pipe of some sort on the pavement and other things left on it eg bins.
