3 abandoned bicycles and a wheel locked to busy public bike rackss

Blue bike, bike with orange plastic crate basket, corpse of some grey/blue hybrid bike and one solitary wheel have been locked to these very needed bike racks directly outside our shop for at least 6 months without moving.
As a busy bike workshop these present a problem for our neighbours, attract thieves and make the street look untidy whilst removing the public amenity for both our customers and residents of the estate.

One bike removed, blue one had the notice removed but remains in exactly the same position, slowly rusting.
Wheel not removed, remains locked a bike rack.

Can you believe those bikes are still there a year later, along with 'new' ones which have only been locked up for 6 or 7 months! Warnings were issued but the bikes remain, unridden, probably until the block is torn down.

Coming on for two and a half years, all of these bikes are still locked here.
