Blocking of public road

A table and chairs have been deliberately put across a public road meaning cycling (which is still allowed) is not possible. There is no sign to say that this is approved. Why should cyclists have to dismount and use the pavement, which is meant for pedestrians. Purposefully blocking the road with table and chairs is not acceptable. They could put their table curbside.
